Sgt. Jay Newcomer graduated from Montrose Hill-McCloy 

High School in 1984 and then enlisted in the United States 

Air Force.  He had the opportunity to be stationed in Germany 

during his time with the Air Force, which ultimately led him on 

his career path towards law enforcement.  

Upon returning back to the states in 1989, he remained in the 

Air Force Reserves until 1994.  Jay attended Delta Community 

College, where he earned an Associate degree in Applied 

Science and then went on to graduate from the Police Academy 

at Delta.  His first position as a police officer was with Montrose 

Township Police Department in 1992 and then with the 

Montrose City Police Department until 1994, at which 

time the department disbanded permanently.  

Jay was hired with the Mt. Morris Township Police in 1994 

and worked the streets for several years until being promoted 

to Sergeant in 2007.  Jay supervised several officers on the 

day shift and was then promoted to Administrative Sergeant 

in 2014.  

Sgt. Newcomer is responsible for all of the patrol vehicles, personnel 

scheduling and maintaining all of the records property room for 

the department.
